One side is solid and the other side is metallic. Of COURSE I want to use the metallic side and maybe the solid side as contrast or something.

How about Simplicity 1877? The ruffles on the skirt portion would showcase both sides of the fabric.

I have been in this situation more times than I care to remember too and it is so frustrating! I would suggest separates, so you could mix and match but could wear them together.
Example...using this fabric, make your favorite TNT straight skirt. Pair it with something like this top (which makes use of your contrasting fabric). http://www.simplicity.com/p-2338-junior-special-occasion-separates.aspx
Wa la! You have a two piece dress and a top or skirt to wear with something else too, no limitations! You coud use any top you like, not just the one I suggested! Good Luck!

I was thinking a very simple design since your fabric is so fabulously flashy. A one shoulder number---using the top as one color and the bottom the other and having a cute belt to tie the 2 together. The ladies above had some great suggestions. Have fun deciding;)

How about a wrap dress with a contrasting ruffle across the chest? I'll look to see if I can find a pattern.
