I think I can guess your inspiration. It's a lovely dress and I was thinking about M6504 to pull it off but trying to see if I can merge all those front pieces together and lengthening the back.

Looking at the dress, I think you used the wrong fabric. It looks like it's a knit fabric. I've seen that style but I believe it look best sewn as a shirt dress. If you use a different fabric with some shaping you should be ok. In the end you did the right thing put that dress in the trashhhhhh!

I can guess too your inspiration dress. I found this tute : http://www.tashadelrae.com/2011/11/mullet-skirt-diy-x2.html, I haven't try it yet but it might help you achieving the look you are reaching for.

are you sure you couldn't have kept it if you took it in? when i first saw the dress with the belt, i though those were pleats in the front and it looked so cool! not asking you do go dumpster diving now, haha, but i wish you could've still done something with it. =)

It's good to post about successes as well as mistakes. So many times bloggers talk about the "wadders" that they make but don't show pictures of it. Thank you for being brave. Figuring out what flatters us is an ongoing journey.
